| ARTICLE 1 - MEMBERSHIP DUES
Dues for Active and Associate Membership shall be established by a two-thirds vote of the active membership in good standing in attendance at the annual State Meeting of the Association. All membership dues shall be paid directly to the Secretary-Treasurer of the Association prior to the annual State Meeting of the Association. The yearly dues shall represent the school's membership in the Association for a period of one year beginning with the annual State Meeting of the Association. Any school of a consolidated district wishing to retain individual identification must pay separate membership dues to the Association. ARTICLE 2 - DUTIES OF OFFICERS PRESIDENT He shall execute the provisions of the Constitution and By Laws of the Association. It shall be his duty to make emergency decisions on questions that may arise, the same to hold until the next meeting of the Executive Committee ore a stated meeting of the Association, when the decision shall be confirmed or rejected. He shall administer the State Organization and State Solo and Ensemble Contest. VICE-PRESIDENT He shall have the responsibility of purchase and distribution of awards furnished by the Association. In the absence of the President, or vacancy of the office of the President, he shall assume the duties of the President. SECRETARY-TREASURER He shall collect all dues and fees of the Association, pay all bills of the Association on order of the President, assist the President in correspondence and the issuing of bulletins, act in the capacity of Secretary at all regular meetings of the Association or it's Executive Committee, care for the details in planning the Association meetings, contests, and such other duties as the President may delegate to him. He shall submit a financial report to each active member of the Association on or before the date of the annual State Meeting of the Association. This report shall include the current approved salary and expense allowance for all officers and members of the Executive Committee and the current schedule of dues and fees. He shall have an audit of his books made by a committee appointed by the President at the annual State Meeting of the Association. He shall pay all bills of the Association by check. DISTRICT CHAIRPERSONS He shall represent the individual Districts at the meetings of the Executive Committee and at the annual State Meeting of the Association. The District Chairperson shall send a notice of meeting at least one week prior to the date of the meeting to all music directors and administrators of the member schools in his District. The District Chairperson shall submit a financial report to all active members in his District at the annual District meeting. The District Chairperson shall preside at all meetings of the District, administer District Contests, collect all District Contest fees, and notify the President and the Secretary-Treasurer of the dates and locations and the amount of the fees of the District Contests. The District Chairperson shall submit to the President a financial report of the District Contests prior to the annual State Meeting of the Association. Immediately upon the completion of the District Contests, the District Chairperson shall send to the Vice-President the contest cards for all events intending to participate in the State Contests. EXECUTIVE COMMITTEE The Executive Committee shall conduct all business of the Association that cannot be brought before the membership until the next annual State Meeting of the Association. At no time shall it have the power to change this Constitution and /or By Laws. The Executive Committee shall assist the President in administering the State Contests. Each District shall be entitled to one vote on matters presented to the Executive Committee for action. |
